It evaluates intervention ranking policies across semiconductor, critical-material, and digital-infrastructure archetypes under partial and delayed information, with stress tests on fidelity, timing, cost, and held-out disruptions.

Why it matters
The benchmark addresses the gap between detection and decision by quantifying recoverable net value of interventions, helping choose between adaptive ranking and simpler structural policies based on domain conditions and out-of-distribution robustness.
